S.1507 was introduced to reform the USPS retiree health benefits funding. The bill in its original form was supposed to provide relief to the service. However, an amendment, offered by Sen. Tom Coburn(R-OK), to the bill would require arbitrators to consider the financial health of the Postal Service when ruling on postal contracts. This would destroy the collective bargaining process for postal workers.
